SAFETY AND HEALTH UNIT
INTRODUCTION
The establishment of the Safety and Health Unit (UTK) of the Ungku Omar Polytechnic (PUO) is in line with the recommendations from the Jabatan Pendidikan Politeknik dan Kolej Komuniti (JPPKK) as well as the desire of the PUO Director to strengthen the safety of the institution and the health of workers among PUO citizens, especially to face the situation of the pandemic COVID-19, as well as various possibilities in terms of the safety and health of citizens. On October 28, 2020, the establishment of the Safety and Health Unit at Ungku Omar Polytechnic was gazetted through a memo with reference number PUO/PP/39 Vol. 2 (24) in line with the agreement of meeting members at the 10/2020 bill management meeting. The Safety and Health Unit (UTK) of Ungku Omar Polytechnic was established in line with the pandemic situation that occurred in our country at that time. The purpose of establishing UTK PUO is also to ensure the sustainability, safety, and health of PUO citizens are always maintained in accordance with all guidelines, procedures, and standard operating procedures (SOP) that have been set by agencies appointed by the Malaysian government. Thus, as a result of the refinement of the information, the security sections under the PUO’s Safety and Health Unit (UTK) were created. The sections involved have different task specifications according to the capabilities and expertise of their respective fields. Among the sections are:
i. Section of Department Protection Security
ii. Section of Occupational Safety and Health
iii. Section of Disaster Safety Section
iv. Section of ICT Security
Each section plays an important role, especially in the situation of the COVID-19 pandemic, cyber threats, protection of departmental assets, criminal cases, and maintaining occupational safety and health for all PUO citizens and customers.

• Ensure compliance with legislation or guidelines related to occupational health and safety by PUO members
• Encourage the involvement of all PUO citizens in guaranteeing occupational safety and health
SECTION FUNCTIONS AND ROLE
SECTION OF DEPARTMENT PROTECTION SECURITY
Function:-
1. Providing PUO citizens with protection and safety advice.
2. Ensure the status of assets and infrastructure is free from any accidental threat, malicious intent, sabotage or any other means.
3. Give advice on the security status of protection so that office equipment, machines, computers, and other property are not damaged due to intentional, malicious intent or theft.
4. Implement the department’s policy related to protection security so that it is always followed.
SECTION of OCCUPATIONAL SAFETY AND HEALTH
Function:-
1. Introducing consultation and cooperation between employers and employees
2. Create two-way communication.
3. Increase everyone’s interest and motivation among all (in terms of occupational safety and health).
SECTION of DISASTER SAFETY
Function:-
1. Prepare and update policies, action plans, and guidelines to prevent and reduce disaster risk.
2. Implement development programmes to prevent or reduce the risk of disasters.
3. Enforce relevant laws and regulations and practice effective governance.
4. Collect data, record and share information regarding disaster prevention and mitigation.
5. Implement other prevention efforts from time to time.
SECTION OF ICT SECURITY
Function:-
1. Ensure the smooth operation of the ICT-based department by preventing and minimising the damage or destruction of the department’s ICT assets.
2. Protect the interests of the parties who depend on the information system from the effects of failure or weakness in terms of confidentiality, integrity, irrefutability, availability, and validity.
3. Reduce the cost of ICT maintenance as a result of threats and misuse.
4. Increase employee, user, and third-party awareness of ICT security.
5. Simplify risk management.
6.Prevent misuse or theft of departmental ICT assets.
7. Prevent users and third parties from misusing ICT assets.
STRATEGIC UNIT COLLABORATION
In order to strengthen operations and communication with government agencies, UTK has planned and implemented collaboration with agencies that can help PUO in managing the safety and health of PUO citizens.
Collaboration planning has been done since the establishment of the unit where the selected government agencies are as follows:

ii. Jabatan Kastam Diraja Malaysia Negeri Perak
iii. Jabatan Sukarelawan Malaysia (RELA) Negeri Perak
iv. Jabatan Keselamatan dan Kesihatan Pekerjaan (JKKP) Negeri Perak
v. Ketua Pegawai Keselamatan Kerajaan (CGSO) Negeri Perak
vi. Majlis Keselamatan Negara Malaysia (MKN) Perak
vii. Polis Diraja Malaysia (PDRM)
viii. Kementerian Kesihatan Malaysia (KKM)
The implementation of the ‘knowledge transfer’ process through the strategic collaboration of UTK PUO was made with the Perak Fire and Rescue Department under the Pasir Putih Fire Station (HAZMAT). Through UTK PUO, this collaboration involves ‘transfer knowledge’ and ‘transfer skills’ in making the security innovation product ‘EYES OF RESCUE SMART CAM’ a success. The sharing of technical ideas in the field of engineering, reverse engineering assistance, design & measurement, 3D drawing, and presentation documentation have been implemented to make this innovation product a success as a rescue tool that can help the community.
WRITING PUBLICATIONS, RESEARCH, INNOVATION, AND PATENTS
The COVID-19 pandemic hit Malaysia at the end of 2019, prompting several measures to be taken by the Malaysian government to deal with the pandemic. The Movement Control Order (MCO) and the institution’s operating statement have had an impact on the operation and employment practises in higher education institutions in general. UTK has taken productive steps to publish PUO’s COVID-19 Prevention Plan Guidelines Book in print and as an “e-book”. This COVID-19 Prevention Plan Guidelines book contains the source of authority for the instructions and regulations that have been set for PUO citizens to deal with and prevent the spread of COVID-19. In terms of research, UTK has conducted a research study involving rescue equipment in difficult locations together with the Perak Malaysian Fire and Rescue Department. The research has also been made one of the innovation projects for both agencies and has won a Gold Medal at the competition at the Borneo Innovation Festival BiF21. Subsequently, the project has also received the IP2.0 Patent Fund from MyIPO.
LEAN MANAGEMENT
PUO’s Safety and Health Unit (UTK) has also been selected as a project pilot for Lean recognition. The project, named PUO SEJAHTERA, has also successfully received a Gold Medal and been recognized by the Malaysian Productivity Corporation (MPC).
